WASHINGTON (Fortune) -- In one of his many applause lines at Wednesday night's State of the Union address, President Obama emphasized the importance of American exports: "Tonight, we set a new goal," he said, "We will double our exports over the next five years, an increase that will support two million jobs in America." It's no surprise that people cheered; what's not to like? There's just one problem: Growing exports is almost entirely out of the president's -- and even business's -- hands.

Is Relief In Sight For Small Businesses?

In mid-October, President Obama moved to raise the amount of credit extended to small businesses. If Congress approves his plan, the measures would enable community banks to borrow at low rates from the Treasury Department's Troubled Asset Relief Program (TARP). It would also raise loan caps on some Small Business Administration (SBA) programs. To qualify, the banks would have to show how they would increase lending to small enterprises.

On June 15, three days after the phony Iranian elections and the same day that seven Iranian demonstrators were murdered, Obama's UN Ambassador, Susan Rice, made a speech in Vienna promoting the Saint Obama vision: "The responsibility to protect is a duty that I feel deeply. … We must prepare for the likelihood that we will again face the worst impulses of human nature run riot, perhaps as soon as in days to come. And we must be ready. … We all know the greatest obstacle to swift action in the face of sudden atrocity is, ultimately, political will.
